Description

The case "Running Health Care With Blockchain: The Case of Estonia" puts students in the shoes of Toomas Hendrik Ilves, the president of Estonia from 2006 to 2016. He was prompted to share his insights by his son Luukas Ilves, who was working at the Lisbon Council, a Brussels-based think tank and policy network on the digital single market and the future of Europe. Finland was preparing for its third European Union presidency beginning on July 1, 2019, which would potentially offer a window of opportunity to scale up the successful Finland-Estonia e-health partnership on topics such as the cross-border sharing of patient data, and digital health services such as e-prescriptions and e dispensation. The development of an electronic health digital service infrastructure across Europe and the vision of a more patient-centered health-care system were important points on Finland's presidential agenda. However, there were many challenges, such as cross-border and cross-party interoperability and the high levels of security requested for processing patient data. Could Estonia's blockchain-based solution for secure interoperability and the secure exchange of patient data be an option for the rest of Europe? Would an institution-driven approach to these challenges be the best solution or should the EU prepare for a trend toward consumerization and facilitate patient-driven health care?
